2025 Pavement and Bridge Condition (PM2) Targets
PUBLIC NOTICE:
2025 Pavement and Bridge Condition (PM2) Targets
Changes were incorporated into the submission NYSDOT made to FHWA on October 1, to fulfill its requirements for the Mid-Performance Period Progress Report (MPPPR) for Pavement and Bridge Condion (PM2) performance measures.
NYSDOT has retained all the PM2 targets that were developed for 2022’s Baseline Performance Period Report except for the four-year targets for pavements. The revision of all four of the pavement targets was driven by NYSDOT’s decision to update its pavement model to better conform to the PM2 pavement measure regulations. This resulted in significant changes to the model which in turn changed the statewide condition forecasts that underpinned the calculation of the 4-year target. All four of the pavement targets were reduced because of the revisions to the model.
The following table summarizes the updated 4-year target changes for pavements:
The following 2022 bridge condition targets have not changed and will be retained by NYSDOT:
Metropolitan Planning Organizations, such as the GBNRTC, have the option of adopting defined state targets or setting their own regional targets for federally defined performance measures.
The GBNRTC will retain the 2022 PM2 targets with the inclusion of these updated pavement condition targets.
