New Project

The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2023-2027 Transportation Improvement Program (TIP) by adding one (1) new project.

This is a new project which proposes a complete superstructure replacement, extension to the span length and new abutments. The project will restore the bridge condition rating to 5 or greater, for at least 75 years using cost effective techniques to minimize the life cycle cost of maintenance and repair.

  • There will be a new 5 ft. wide concrete sidewalk with integral curb and 4-rail guiderail on both sides for the entire length of the structure.

  • The entire begin and end abutments will be removed to realign the flow of the creek.

  • Roadway approach work will be completed to raise the elevation of the new bridge above the current FEMA floodplain and a create a realignment of the stream.

A location map is included with the attached Initial Project Proposal (IPP).

The total project cost is $3.853M. Fiscal Constraint is maintained as funding comes from a $3.66M Bridge New York award + $0.193M local match (City of Lackawanna).

The obligation date will be 12/27.

The GBNRTC is currently in consultation with the Interagency Consultation Group for Air Quality Conformity (ICG) for a Transportation Conformity determination. Exemption Code A19 - Widening narrow pavements or reconstructing bridges (no additional travel lanes).

Public comments will be received for 30 days from 2/20/25 until Close of Business (COB) on 3/21/25.
