What is the Plan?
GBNRTC is leading the development of the Roadway All-User Crash Elimination Plan (RACE), a comprehensive roadway safety action plan for Erie and Niagara Counties. The Plan will identify and prioritize locations for safety improvements and provide recommendations on strategies for eliminating fatalities and serious injuries throughout the region.
Why is it needed?
The statistics for fatalities and serious injuries on our nation’s roadways are going in the wrong direction at the national level and at the national and local levels. This Plan will set the foundation for reversing the trend at the local level which will save lives and reduce serious injuries on the roadways.
As an additional benefit, the completed Plan will allow for all communities in Erie and Niagara County to access federal funds for implementing safety projects and will document our progress toward the State goal of Vision Zero, as detailed in the 2023 Strategic Highway Safety Plan

Who is involved?
GBNRTC is leading local governments and stakeholders to identify local and regional policies, plans, guidelines, and standards that impact transportation safety in their counties, cities, villages, and towns, whether through planning, design, operations, or maintenance decisions.
A Safety Advisory Group comprised of GBNRTC’s member agencies will oversee the Plan’s development, which is being led by a professional consultant. The Plan will be informed by best practices research as well as feedback from local stakeholders and community members.
