Significant Scope Change

The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2023-2027 Transportation Improvement Program (TIP) by significantly changing the scope of one (1) existing project.

Infrastructure improvements are needed to correct the deteriorating pavement section within the Goodell to Kensington corridor and to better support public transit, pedestrian and bicycle usage and access which is expected to grow as reinvestment in the area continues.

This project will improve the ride quality, mobility and safety of the roadway for all users.

This significant scope change will:

  • Change title due to extended limits (original limits were Goodell to Ferry)

  • Change let date due to movement between federal fiscal year (original let date was 6/15/23)

  • Update the funding to add $25M RAISE Grant award and $5.3M additional local funds to match current estimate

The total project cost is now $56.98M (original cost was $24M).

The obligation date will be 4/15/25

The GBNRTC is currently in consultation with the Interagency Consultation Group for Air Quality Conformity (ICG) for a Transportation Conformity determination.

Public comments will be received for 30 days from 9/27/24 until Close of Business (COB) on 10/27/24.
