PIN 5765.19 Traffic Signals Upgrade

New Project

The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is proposing to amend the 2023-2027 Transportation Improvement Program (TIP) by adding one (1) new project.

The project involves traffic signal upgrades at 19 signalized intersections including installation of traffic cameras, signal controllers, LED indication upgrades, signal wiring and electrical meters. New cameras and controllers allow for vehicle detection to improve traffic flow and efficiency intersection; new LEDs would increase energy efficiency and promote safety; and new wiring and electrical meters will update failing infrastructure and provide the ability to measure energy usage.

The total project cost is $2.071M ($1.657 federal Carbon Reduction Program (small urban) award + $0.414M City of North Tonawanda local match). Fiscal constraint will be maintained.

The obligation date will be 4/15/27.

The GBNRTC is currently in consultation with the Interagency Consultation Group for Air Quality Conformity (ICG) for a Transportation Conformity determination. Exemption Code D2 (Intersection signalization projects at individual intersections) will be recommended.
